Unfortunately, this is NOT correct. It is NOT possible for the Portland Trailblazers to be seeded #3. Seeds 1-3 are division winners only. Therefore only San Antonio, Houston or Denver can potentially be the #3 seed...

Larry they changed that rule a couple years ago (after Denver won a division and got a higher seed than another western conference team that was much much better than them). Now the division winner is guaranteed a top 4 seed, however if 2nd place in another division has a better record they can seed higher than them.
